UGANDA LAUNCHES NATIONAL TOURISM POLICY TO DRIVE ECONOMIC GROWTH AND SUSTAINABILITY

On November 26, 2025, Uganda officially launched its National Tourism Policy at the Sheraton Kampala Hotel, marking a pivotal moment for the country’s tourism sector. The event brought together government officials, industry stakeholders, media, and private sector leaders to celebrate a policy aimed at positioning Uganda among Africa’s top five fastest-growing tourist destinations.

Presiding over the launch, Hon. Col. Tom R. Butime, Minister of Tourism, Wildlife and Antiquities (MTWA), described the policy as a “decisive turning point” for the sector. Dorothy Katusiime, Permanent Secretary of MTWA, alongside representatives from the Uganda Tourism Board (UTB), the UN World Tourism Organization (UNWTO), and private sector leaders, also attended the ceremony.

Aligned with Uganda Vision 2040 and the Third National Development Plan, the policy provides a comprehensive blueprint for sustainable tourism growth. It addresses post-pandemic recovery challenges, recognizing that Africa currently accounts for only 5–7% of global international arrivals, and emphasizes a balance between economic gains, environmental protection, and cultural preservation.

Key focus areas of the policy include:

  • Sustainability and Competitiveness: Attracting eco-conscious travelers while conserving Uganda’s natural and cultural assets.
  • Revenue and Investment Growth: Boosting foreign exchange, creating jobs—particularly for youth—and fostering private sector partnerships.
  • High-Growth Segments: Expanding Meetings, Incentives, Conferences, and Exhibitions (MICE) tourism; leveraging AFCON 2027 for sports tourism; promoting cultural heritage; linking tourism with oil and gas sector visits; and driving youth-led digital innovation for marketing and booking platforms.
  • Capacity Building: Enhancing training, certification, and customer service standards for tourism professionals.
  • Safety and Resilience: Strengthening security measures and crisis response frameworks.
  • Media and Visibility: Promoting domestic and international awareness through expanded media coverage.

The policy outlines 71 actionable proposals to support SMEs, diversify tourism products, and encourage community involvement, with alignment supported by Fáilte Ireland and Tourism Ireland.

Economically, the policy is expected to contribute to Uganda’s $500 billion GDP target by 2040, with tourism playing a critical role in job creation and revenue growth. Minister Butime emphasized,

“This blueprint positions tourism as a major pillar in our transition toward a $500 billion GDP. Sustainability remains central—balancing economic growth with the protection of Uganda’s natural and cultural treasures.”

The launch coincides with the global tourism recovery and reinforces Uganda’s branding as the “Pearl of Africa,” enhancing its competitiveness within East Africa. Media coverage captured dignitaries at the podium, policy unveilings, and networking sessions, highlighting vibrant discussions on innovation and partnership.
